Iran, Russia, China, Venezuela, Egypt, Pakistan, and Mexico must create a military Alliance similar to NATO. Venezuela and Mexico are not authorized to have military presence in Africa, Asia, Middle East, Europe, Pacific, and Atlantic. Russia, China, Iran, Venezuela, Egypt, and Pakistan are authorized to have military presence in Venezuela and Mexico.
Russia, China, Mexico, Venezuela, Egypt, Pakistan, and others are not allowed to have military presence in Iran.

The Alliance must be for mutual defense. The Capital City, decision making, command control, center, and policy making system of this Military Alliance must be in Iran between Persian Gulf and Caspian Sea. Foreign militaries are not allowed in Iran.
