Azerbaijan, Armenia, Georgia, Turkmenistan, Uzbekistan, Kazakstan and Russia are not allowed to export oil and natural gas. All resources of Caspian Sea, Persian Gulf, Black Sea, and Mediterranean Sea belong to Iran.

We want to make sure the oil extracted from Caspian Sea is domestically used in petrochemical refineries in Iran, Azerbaijan, Georgia, and Turkmenistan.
