Russia must build Naval Military Bases in Libya and Syria

Russia must be allowed to control a naval military base on Mediterranean sea in Syria. I am not well informed of details of Putin request for more real estates in Syria for Russia. But my long term project for Russia in the region is to ensure Russia has naval military base in Syria. So Russia has military presence on Mediterranean Sea through Syria. We are building a rail road from Russia to Iran. We are building a rail road from Iran to Iraq and eventually to Syria. This rail road must be extended to Naval Military base and Port Iran shall control in Syria. We can also build a rail way branch to connect it to the Naval Base Russia wants to control. It must not be the one Iran desires and Russia must chose after Iran. Purpose of this writing is to give Russia permission to have Naval Military Base on Mediterranean Sea and to expedite building of the rail ways connecting it to South North Corridor between Iran and Russia and through Pakistan all the way to China. Russia must also build Naval Military bases in Libya to have presence on Mediterranean Sea.
